the Bible tells us that Amram and Yacobed fashioned a basket and covered it with tar and pitch in preparation to send this little boy down the Nile River.
My guess is that God had spoken to Amram and Yacobed and said, release the child to me.
In some form or another, they knew what to do, but they had no idea what the outcome would be, very much like God calling Abraham. known as a leader in Israel.
